1. General introduction
INTENSE Program (International Industrial Talents Education Special Program) This is an initiative of Taiwan's Ministry of Education (MOE) to attract international students. Study and work in Taiwan in key areas, including:
- STEM (Science, Technology, Engineering, Mathematics).
- Finance (Finance).
- Semiconductor (Semiconductor Industry).
Since 2024, the program has been implemented, prioritizing the recruitment of students from Vietnam, Indonesia, the Philippines, and Thailand. From January 2026, the Core University for the INTENSE Program in Vietnam will be the National Taiwan University of Science and Technology (NTUST), along with two Vice-Councilors: Long Hua University of Science and Technology (LHU) and Kunshan University (KSU).
The Ministry of Education of Taiwan and its partner businesses jointly provide scholarships to students. Therefore, after graduation, students will stay in Taiwan to work for the scholarship-granting company for a minimum period corresponding to the scholarship duration. Essentially, students will be exempt from tuition fees (from the Ministry of Education, NT$100,000 for the first year, second year will be considered based on academic performance) and receive a monthly living allowance (from the company, at least NT$10,000/month). During their studies, students have the opportunity to participate in paid internships at the company and secure employment after graduation. In addition, students will receive support for a one-way airfare (up to NT$9,000) to Taiwan and necessary administrative expenses (visa application fees, up to NT$10,000).

2. Basic conditions
For programs taught in English, students need to have an English proficiency level equivalent to CEFR B1 or higher (TOEIC 550, IELTS 4, TOEFL-iBT 47) when applying; and must have a TOCFL A2 Chinese language certificate (listening and reading skills) by the end of the first semester of their second year. For programs taught in Chinese, students need to have a TOCFL A2 or higher Chinese language proficiency (listening and reading skills) when applying; and must have a TOCFL B1 Chinese language certificate by the end of their second year.
Basic documents required (specific requirements vary depending on the program): Diploma/Temporary Graduation Certificate, Transcript, Study or Research Plan, Language Certificate (Chinese or English, depending on the chosen program).
3. Training programs
- Master's Degree.

- Two-year Post-bachelor's Degree: This program is for students who have graduated with a bachelor's degree, are participating in advanced training, and are receiving a second bachelor's degree.
- Transferring from College to University (Two-year College Degree).

The INTENSE programs offered each semester may vary depending on the recruitment needs of businesses and the results of collaborative discussions with universities. Students can refer to programs offered in previous semesters, for example: Spring 2026.
5. Basic route
The INTENSE program is designed in specific stages to support students throughout their preparation and post-graduation journey. Essentially, students apply to their desired school, then participate in interviews with the school and partner companies. The school compiles a list of eligible candidates and submits it to the Ministry of Education of Taiwan for review, approval, and announcement of the acceptance list. After the official results are announced, the schools notify students and issue admission letters. Students can then begin preparing for visa applications and making plans to travel to Taiwan for their studies.
Some steps in the INTENSE Program roadmap:
A. Preparation Stage
- Students should prepare the necessary documents, language proficiency, and academic background.
- During this period, students can participate in free Chinese language courses in Vietnam organized by the INTENSE Program to improve their language skills before applying.
B. Enrollment Stage
- Students submit their applications directly through the universities' registration portals.
- Fall Semester: Applications are typically accepted from January to May.
- Spring semester: applications are usually submitted from November to December.
- During this phase, students may participate in selection interviews with the school and partner companies.
C. Implementing the INTENSE (Implementation Stage) program
- Attend university of your choice.
- Internships at partner companies outside the school (off-campus internships).
- Regular evaluations are conducted by the school and partner businesses.
- Complete graduation requirements to receive a diploma.
D. Career Counseling for Graduates
- Graduates are responsible for fulfilling all work obligations as stipulated in the contract (minimum work time equal to the number of years of scholarship).
- Those who wish to work long-term and apply for permanent residency will receive support from the Government through coordination among inter-agency bodies.
6. Rights and Responsibilities of INTENSE Students
The INTENSE program collaborates with many leading businesses in Taiwan. By participating in the program, Students should carefully read the terms and conditions of the contract., Because each program may have different specific regulations. Below is some basic information for students' reference.
A. Benefits
- Attractive starting salary: from 30,000 to 45,000 NTD/month, depending on the field and job position.

B. Obligations
- Students are responsible for working at the partner company after graduation for a minimum period equivalent to the number of years they received the scholarship.
- In case of violation, students must repay the entire scholarship (including tuition fees from MOE and living expenses from the enterprise) if any of the following circumstances apply:
- Dropping out, changing majors, withdrawing from school, or being expelled during the course of study.
- Academic performance did not meet the requirements of the school and the company.
- Do not participate in internships or work at partner companies within 3 months of graduation.
- Violated company rules and was legally fired after starting work.
- If you do not work the committed time, you must pay back the living allowance corresponding to the number of months not completed.
