
On September 11, 2025, the Vietnam National Innovation Center (NIC) signed a Memorandum of Understanding (MoU) with the International Center for Talent Development (INTACT Base), which includes the participation of National Taiwan University of Science and Technology, Ming Hsin University of Science and Technology, Lunghwa University of Science and Technology, and Kunshan University. The event marked an important step forward in promoting cooperation in education, research, and development of high-quality human resources between the two sides.
Under the agreement, NIC and INTACT Base will cooperate to improve the quality of training in the fields of STEM (science, technology, engineering and mathematics), semiconductor education and talent training in the financial sector. The cooperation activities will focus on creating more learning and development opportunities for students and lecturers in the future.
The two sides agreed to establish an INTACT Base representative office at the NIC headquarters, acting as a direct bridge to help Vietnamese students and lecturers access study, research and career opportunities in Taiwan.
In parallel, NIC and INTACT Base will implement study programs for Vietnamese students at universities in Taiwan, organize short-term courses, as well as promote research activities, academic seminars and exchanges between experts, lecturers and students.
Both sides affirmed the importance of the cooperation agreement and committed to seriously implementing it, aiming at the long-term goal of developing a sustainable international talent network, contributing to promoting global talent circulation.
